Balancing something new against utter crap means that you end up with utter crap that isn't worth the paper it's printed on. Skill Expert was intended to be balanced against e.g Resilient, Actor, Observant, or Heavy Armour Master or other feats that a reasonable number of people took. So yes I'd say you've picked a feat that corrects a prior imbalance. With the imbalance being that Skilled was terrible.</blockquote>
