The monk is easily the most balanced class because it is the most difficult to break. When you think balance you clearly think "balanced against other classes"... which is the wrong approach. The correct approach is 'balanced against the game world they're a part of". A character incapable of meeting the challenges the game world presents is unbalanced, just as a character that is a walking god is unbalanced. The monk plays his part and he plays it well. The monk is a great fifth man and as a fifth man the monk is ideal because he consumes so little in the way of resources. Consider, a fighter with the same degree of "balance" as the monk would (because he lacks many of the monks qualities) consume more resources from healing, curing of disease and poisons and a host of magical ailments. Silly people suggest it's a question of whether the monk is balanced against the wizard... the monk doesn't need to be balanced against the wizard, the monk must be balanced against the game world he's a part of. The Wizard, as a class, is an abject failure. This is due largely to his effectively endless spell list. The Wizard doesn't even need to cherry pick because he simply gets everything. This is why a beguiler or a warmage or any other class with a set spell list is superior in every way to the wizard and it's why, more and more WoTC leaned towards that in the end.
