Unfortunately, I think the mods are half the problem.
Yeah, the mods are the big problem. It creates too much of some abilities being too important and others virtually unimportant (i.e. the dump stat). By removing ability scores and mods, linking them to level instead, and allowing for other feats or features to support what the ability scores were meant to do, it works nicely IMO.
