Not that I'm finding in the Spell Compendium. Closest I can find is the Spell Domain, with it's Anyspell spell, to allow you to prepare Reduce Person, but tha'ts not quite the same thing.

It does not add the spell to your spell list--but the Magic Domain would allow you to use wizard spell trigger and spell completion items.

That and the Anyspell option listed above are about it, however.

Eh, I was just trying to do something cheesy anyway... Persistant Power Reduce Person... Actually, I just looked at the spell again and I don't even think it qualifies for Persistant Power since it is a "creature touched" target. Hmmm.... Need to find another way to reduce my size one step as early as possible... Back to the drawing board :\
