Is there relaly a need for 4th ed Realms changes just for the *mechanics*?

Now how they did it, I don't condone, with the length of time that they worked on 4E, I could have come up with something less <em>disturbing</em> and many have. But, it killed a few birds with one stone so they ran with it.
