I'm not sure I understand the question. Do you mean to say, "Is this still D&D?" To either question, the answer is certainly "yes." I've seen even stranger worlds than this one for D&D (Arcana Unearthed comes to mind).

Is it still d20? If Mutants and Masterminds can be d20, so can yours. :)

Or am I misunderstanding the question?

About sums it up for me. Heck, Babylon 5 is d20. Farscape is d20. Star Wars is d20. Call of Cthulu is d20.

Heck, Rokugan is d20 and Lot5R. Fading Suns is d20 and Victory Points.

d20's what you make it to be; indeed, the system begs to be made into something.

Except that Arcana Unearthed is not D&D, and Mutants & Masterminds is not d20 (just OGL).
 

Hey, there's a d20 version of Deadlands. Lots of things can be d20.

As a legal term for licensing, "d20" is a fairly specific term. In terms of game style, stucture, and design, it is much more vague, and many things can fit under the title.
