im just looking to get a few opinions on what some of you seasoned players would price a cloak that granted the Hide in plain sight ability (as a shadowdancer).
Also other than a ranger does anyone know of anyother ways to obtain HIPS?

The dark template (LA +1) from the Tome of Magic: Shadowmagic section lets you HiPS, only in a shadowed environment though.

The item would be expensive but hard to put a price on. Shadowdancer is the only core PrC I know of with an unrestricted version of it.
Invisibility and so forth can be detected, dispelled or purged; but to deactivate the cloak you’d need to hit them with a targeted dispel magic. And you can’t target something you can’t see.

An item like that would also invalidate the attractiveness of the Shadowdancer (and take away one of the few interesting abilities offered by a ranger). As a DM I would think somewhere around 50,000.
But I’m conservative regarding ‘new’ magic items.
 

IMHO (and hoping that if I'm way off base here someone will point it out for me...):

Hide in Plain Sight as per the Shadowdancer is pretty powerful for a level 8 ability. It's probably more balanced at 17th level as per the Ranger... Personally I'd think that shadows are more easy to come by than natural terrain, but that's going to vary.

I'd start by pricing it like the ability was actually a spell. 9 x 17 x 1000 = 153,000gp. That seems way too high, even given that I tend to up the price of non-standard items as a rule. 4 x 8 x 1000 = 32,000gp, which seems pretty low. Maybe x1.5 to x2.0 that value, or 48 to 64K?
 

The Choker of...Transformation? Choker of something. In Tome of Magic. It gives the wearer the Dark template for about 23k. Sorry for the ambiguous answers, I'm AFB at the moment.
 

Putting the ability itself would be expensive simply from the caster levels of a wiz/sor who could have the ability (you have to have an ability to but it in an item). At best you would have to find someone who was Rog7/Wiz3/SD1. If your the DM this is no problem, except when the players want to make something like it.

But you could duplicate the effect with a spell instead. If your set on the HiPS effect use this spell from the Tome of Magic:

Sight Eclipsed
ApprenticeClock of Shadows
Level/School:2nd/Illusion
Range:Personal
Target:you
Duration:1 round/level

While this mystery is in effect you may hide while observed as if you had concealment.

You need someone who can cast shadow magic for it but at least you only need a third level caster. Market price would be around 24000~32000 (depending on your DM's ruling on Body slot affinity, we decided it was a rule to only be applied within reason, we discuss if it seems like it should matter).

Now if just a cloak that lets you diappear from plain sight is your aim, Greater Invisibility works wonders, but would be easier to spend the extra to have a Ring of Greater Invisibility made.
