Does your campaign have a tricky BBEG, or space for a tricky BBEG? Maybe the "poor man" is being tortured in the next cell over and needs the PCs help to escape as well. After he does.... MMWWAAAHHHHAAAAHHAAAHHHAAA!!!!-Also, who else is in town:Small town, winter weather; is the town near a pass or some other significant trade location? Maybe someone has been stuck in town with some "interesting" cargo. I know Dungeon had an adventure in the mid-90's (years, not issues, because I don't recall the issue number) in which the party (or was it designed for a single character?) was trapped in a small town inn by a blizzard.
