They were very late incarnations and splatbook creations. So there was no assumption that enough people would be using it that they needed to make a change to supply it; it just required shoe-horning into a little corner over here. </p><p></p><p></p><p>You apparently haven't heard all the complaining about the Player's Guide to Eberron, its sidebars, and trying to cram Every Single Thing WotC has Published into the setting.</p></blockquote><p></p>
