The best possible interpretation I can come up with is that there were contracts dating back to pre-2020, but that for whatever reason Bledsaw had some form of hold on the approval and lifted that hold in 2022. In that case, Goodman could have been speaking the truth in 2020 about not having any more plans for JG stuff and still have contractual obligations today dating back to before the original controversy.
