Interesting bit of information about spellscars from the FR Player's Guide:

Think this is how they'll do most additions, like the dragon marks in Eberron?

I just want to jump in and say that I'm very disappointed by this. Not because I think it's a bad idea, but rather because it's my exact idea that I've been working on for the past month or so (see my sig). To see Wizards jump and release the same thing a month before I'll be allowed to makes me sad :(

Then again, I'm kind of proud to have thought along the same lines as WotC's designers.

But, if you're a half-elf, can you take the at-will power of the MC only class as an encounter power? Hmm, that'd be interesting and give half-elves an interesting place with dragonmarks in eberron. I didn't play the setting much for 3.5, did half elves have an affinity for dragonmarks?

There are a few Half-Elven Dragonmarked houses (Medani and Lyrander), so they are a major dragonmarked race, but they have no special affinity for dragonmarks. That said, getting a free multiclass power related to dragonmarks would be a very cool option for them. :) Lyrander and Medani are two of my favorites of the Dragonmarked Houses, after all, and the most important bastions of Half-Elf culture in the entire continent.
 

The dragonmarks were hereditary and restricted to the standard PHB races. Half-elves didn't have affinity for dragonmarks any more than Elves or Humans did, but only they could take Medani or Lyrander marks. Each race had their own marks they could have, and no other race.

Interesting to see them used as a multiclass-only-class. That'd actually work well with how they worked in 3.5
 

I had this exact same idea of a multiclass-only pseudo-classes when the article for multiclassing came out. It's kind of an obvious design space, though, so I'm not surprised they went for it so quickly.
