Not irrelevant. It's shorter-lasting than Rage, deals Constitution damage afterward, and if they have a level adjustment (as they should), they'll be a bit behind in attack bonuses and other stuff normally. Also, keep in mind that, unlike a Frenzied Berserker, they don't have to make a Will save to avoid attacking allies or whatnot; they only need the save if they try to do something besides fight the enemy or close distance with an enemy. And with the short duration of Onna form, even in the worst scenarios they won't be able to turn on their allies for very long (assuming circumstances somehow make them stop attacking enemies and instead try using a potion or saving an ally or somesuch). As it is, after considering how much time they can spend in Onna form each day (with about a week of resting afterward to heal Constitution damage), I figure a +4 Level Adjustment is probably best. The Lesser Restoration spell is my main reasoning, but also the fact that any reasonbly tough Kanta will be able to use Onna form in every battle, regardless of level, even though each use will be brief. It's not nearly as bad if the party doesn't have a Cleric to cast Lesser Restoration frequently, but could still be fairly problematic (and potions could replace the need for a Cleric). Unfortunate, as the average Kanta might only be capable of using Onna form for 1 round each day, if even that. But a Kanta PC will probably have 18 Constitution (or as high as they can get away with), and thus be able to make copious use of Onna form's brute force. I think my final judgment on the race would be to give them 3 racial hit dice as humanoids, and a +2 Level Adjustment on top of that. Challenge Rating for standard Kanta NPCs would probably be CR 2, but that's only with a standard ability score array (all 10s and 11s). With the Elite array for ability scores, they'd probably warrant CR 4 (best guess), since they'd be able to use Onna form if their Constitution were 12 or higher.
