Every time a spell is referenced in a monster block or anything else, it includes the level references. Furthermore, spells are only one level; you don't have "this is a third level spell for clerics but a fourth level spell for wizards" type stuff. I'm having a hard time of coming up with examples where you don't have the spell level - I guess just some innate magic stuff, like Tieflings? If you were to redo the spell organization you could just reformat those innate magic entries to make sure the spell level is notated.</p></blockquote><p></p>
