Keen rapier

Why can a rapier be keen? Keen says that it works only on slashing weapons and a rapier is piercing. I know it could in essence be used to slash to some extent but shouldn't for the sakes of the rules it have to have a damage or attack penalty for the character to be "slashing" instead of "piercing" so that the whole keen bonus would work? I just assumed there couldn't be keen rapiers but I hear people talk about using it and have seen it working in Neverwinter nights which was approved to be 3e consistent. Just wondering.

Keen was errated to allow it for slashing and piercing weapons.

if you read the spell that it is based on, it works for both slashing and peircing weapons...
