Which means the DM will have to tell them "Sorry... this campaign only uses stuff from the first Player's Handbook."</p><p></p><p>Which is EXACTLY the same sort of "declarative statement" they didn't want to make the first time. So they're okay with making those statements after book 2, but not after book 1? Nope.
