Kobold Quarterly - Which issue had John Wick's take on Gnomes

I'm about to play a Gnome in a new 3.5E D&D campaign. I remember reading one of John Wick's articles in Kobold Quarterly where he gave his take on Dwarves. From memory he did several of the "classic" D&D races, so I'd like to find the article on Gnomes.

Can anyone tell me what issue that was so I can buy it?
