Hey all,
I wrote up some stat blocks for Winterhaven NPCs. If you're intrested, see the attachment. PDF format.
Designer's Notes:
I first tried to build Lord Padraig, Rond Kelfen, and the Winterhaven Regulars using the NPC class templates, but got frustrated by the long stat blocks filled with encounter and daily powers. I've only run a few sessions so far, but I'm definitely appreciating the "less is more" approach of 4e. So I rebuilt them all as monsters, trying to give them "class-like" abilities that allowed them to fulfill their roles without bogging down in long lists of powers.
I took some liberty with Rond Kelfen and the Winterhaven Regulars. The text of KotS suggests that the Regulars are soldiers, and that Kelfen regularly trains people in "basic sword and shield skills," but after giving it some thought, I decided that skirmishers were a much better fit for a small-force defense. High damage and high mobility just seems a lot more appropriate for a frontier-land outpost than slow, heavily armored guards.
I also decided to build Lord Padraig as an elite soldier with Warlord-like abilities, rather than building a straight Warlord NPC. There are two reasons for this: first, I wanted to get my feet wet with the monster-building rules for elites, and second, I wanted Lord Padraig to be a LORD in battle, and thought he should be tough to take down.
