That's not true. they were the same god in 1e. This is from the 1e Forgotten Realms Campaign set. "NOTES: Mielikki is allied with Silvanus, and is the Finnish Power described in the Legends & Lore book." "NOTES: Loviatar is the being of the Finnish Pantheon in Legends & Lore, and she appears in these realms as a pale maiden dressed in white pleated armor, and her dagger of ice is represented here as a slender wand. Her abilities and attitudes are as for the Finnish goddess of hurt." "Tyr is likely the being of the same name found in the Norse Mythos. Though no other Powers of that realm are present, and Tyr is portrayed as a god of justice only and not war." So you can see that the first two are in fact the same god as found in other planes, and Tyr is probably the same given that he is missing his right hand and is god of justice, though not war in the Realms. 2e just cemented that idea with Planescape, Spelljammer(and the idea of bringing your god to another sphere), etc. It's not that all gods have to be the same. You can have a god that is only on one world. It's just that if a cleric from that world travels to another and gets the faith going, that god is now on two worlds. Not all gods have done this, but many have.
