If they want to make that first "base" game a manageable size and manageable price... I really don't see how they can include that many classes in it. Because spells just take up way too much space. If it's only the Cleric and Wizard... you could probably do spell levels 0-5 (or maybe even 0-9 if you went to Character Level 20)... but that's pretty much about it.
