That's because there aren't any such rules. (At least, not that I'm aware of).
Off the top of my head, though, I'd give it a ranged touch attack with a 10' range increment usable to the full length of the rope -10' (for the loop). That would be required to hit the target. Once the target was hit, I would basically allow a trip attack with a +2 circumstance bonus from the lassoo (like a guisarme or flail gives a trip bonus). If you failed to trip your opponent, you could drop the rope as a free action to avoid being tripped in return.
Not knowing much about rodeos and lassos, I'm not certain that those are the most realistic rules, but they're consistent with the rest of the system at least.
