The DMG allows spellusers to craft and research new spells and this is how I got it into the game. As a 6th level spell, it costs 6000gp and 6 weeks to research with a fairly easy spellcraft check at the end of it (DC 10 + spell level). Obviously, the research fails if the DM does not like or want the spell in their game.
