Leadership feat

After getting people's views on the Leadership feat, and talking to my DM, I formulated some ideas on how to make it better. In previous editions, you didn't gather followers until you hit name level and built a stronghold, and said followers were all men-at-arms - soldiers, bodyguards, knights, what have you.

So, I thought about making Leadership a system and a feat. The system part cleaves more closely to previous editions - once you hit, say, 10th level, and build a manor/stronghold/whatever, you can attract followers. (This is, of course, subject to the campaign - the warlord of a nomadic tribe wouldn't build a fortress.) These followers are all 1st level, NPC classes - commoners, experts, anr warriors; they serve as a garrison force, servants, craftsmen, etc. Depending on your level + Cha, you can gain some higher-level NPCs (sergeants, e.g.), up to 3rd level.

The Leadership feat (which has the normal L6 prereq) allows you to acquire a cohort and more followers, and increases the max level of followers (to, say, 5th or 6th). You can have followers (not cohorts) with PC class levels - fighter, bard, cleric, etc., but the maximum number of such is limited.

These are just rough ideas right now... I wanted to get some suggestions/feedback before I did any real work on this. My aim is to expand this into a subsystem of sorts - give it some clarification, better enable DMs to adjudicate things, and make the feat useful without being overpowered or abusable.

The catch, of course, being that strongholds are always DM bait.

See, your stronghold is a simple target for grabbing your attention. It'll be attacked. Repeatedly. Pretty much always. Eventually, it'll fall.

From a player perspective, this makes the player think the DM hates player strongholds - when this isn't necessarily the case.

From the DM's perspective, how can you not involve it occasionally?

Additionally, this kinda ties the campaign down somewhat.
