D&D 5E Learning skills during downtime without gaining levels

So I came across a house rule that allows gaining expertise (double proficiency) through practice, study or training.
Now this would for a narrowed focus, ie: swimming expertise instead of athletics. You can learn swimming even without athletics.
The original had you make an attribute check to earn points towards learning after 4 hours. If you have a skilled trainer you have advantage on the check.
  • 0 points - 0-10 check
  • 1 points - 10-14 check
  • 2 points - 15-19 check
  • 3 points - 20-24 check
  • 5 points - 25-29 check
You'd need 100 - 200 points to learn each depending on perceived difficulty.

I will be going by 1/2 proficiency bonus per training completion, and was wondering if anyone had ideas on improvements.
I'm only going to only have 2 players so I don't have a problem with skill monkeys.

I let my guys train to learn abilities (there’s some nice conversions of 4e powers that have been converted for 5e) but I make them pay through the nose for it.

I set a maximum time limits for them to learn and their learning roll dictates how much that time is reduced by.
