It COULD, but maybe not in this specific book? If the book focuses on the Zordon era (Mighty Morphin, Zeo, Turbo, In Space) then the most generic super powers you got is probably the Kerovans psionic training (and I guess the Triforian's abilities to split into 3?) which allows them to move things with telekinesis and that, supposedly, any human in the PR world can learn. In the Disney Era, however (Ninja Storm, Dino Thunder, SPD, Mystic Force, Operation Overdrive, Jungle Fury and RPM), it was FAR more common for each Ranger to possess a unique powers they could deploy as a civilian. Super speed, super strength, sonic screams, invisibility, and then some! That said, if the book does cover Power Rangers In Space, and possible Lost Galaxy, we could have ourself a decent basic sci-fi system. After all, other planets and aliens are a mainstay of Power Rangers. With the martial arts aspect you might be able to get a kung fu movie setting out of it, though I would imagine GI Joe could also cover that. Lightspeed Rescue was basically Thunderbirds with more martial arts (at least in the first few episodes, they don't do THAT much rescuing :p ). And both Time Force and SPD dealt with cops fighting against superhuman threats (mutants and aliens, respectively) so we might get some investigation skills in there. But that's all outside the Zordon era proper, even if Lightspeed Rescue and Time Force were from Saban. If we covered Mystic Force you could easily kludge an Urban Fantasy game out of it.
