I always wonder about places like Acheron. If it's an Evil Outer Plane, I sort of mentally categorise it as 'high level'. But if it is basically going to be full of Orcs and Hobgoblins, say, then that would make it 'low level', or perhaps 'mid-level' if you fancy having loads of bad guys in the combats. The conclusion is very obvious, but nevertheless one that I've usually struggled to remember: that not all Outer Planes are equally dangerous, and can be level-sorted just like the Material plane.</blockquote>
