Oriental Adventures is a good book for this–I'm using it even in my Forgotten Realms games (for Kara-Tur), and one of the NPCs in my story hour (Evendur) took the regional feat Cosmopolitan (Iaijutsu Focus) to get it as a permanent class skill and get a bonus to it, and he regularly uses the skill. The basic rundown of the skill is this: if you draw a weapon and attack a flat-footed opponent in the same round, you deal extra d6 damage dice based on the result achieved on your skill check. So, if you get the first action in a fight, have several attacks, and have Quick Draw, you could conceivably do a great deal of damage, provided you are within 5 feet of the enemy(ies) in question. You can also draw your weapon as part of a move action (such as a charge or partial charge) if you don't have the feat, but the skill's at its best at high levels when Quick Draw is used. Alternatively, the rules also provide Iaijutsu duels, an honorable duel (normally for samurai) which the combatants must agree to beforehand. If you've watched any samurai movies, you've seen these speed-draw duels. IMC's I don't limit the weapons used, but most weapons penalty to the check. Since the art of the speed draw is designed for a curved weapon such as a katana, it's a bit harder to imagine how one would effectively do so with a bastard sword, axe, or hammer.
