Let me emphasize here. Your stats are obviously wrong. In order to have those stats, you needed to have started with the following attributes, even assuming you had the Soul Sword: STR = 8, CON = 14, DEX = 14, INT =20, WIS = 22, CHA = 13. If your Con/Dex/Cha are those stats, one of Int/Wis has a starting value of 12, the other 18 post racial. The reason you make a 13th level PC is you show the assumptions of your build. You would have needed to show at 13th that you had a Str 9, Con 15, Dex 15, Int 23, Wis 25, Cha 14 and that makes it clear something is obviously wrong without having to figure out what weird thing happened. "I'm so worried an atypical monster might regenerate 5 hp per turn that I will avoid doing +6 or so extra damage per turn in Paragon to avoid it." Page 176 MM: “Lich” is a monster template that can be applied to nonplayer characters. You cannot be a lich via that way. Only the Archlich Epic Destiny will let you do that because you are not a non player character. 4 artifacts that grant concordance. If your PC finds a single artifact that grants concordance, that is wildly above the norm. It is common to never find one in a 1-30 game. Even if your DM hands one out per tier, if you're in a party with just 4 PCs, you're not even assured one. You have lots of treasure, some of which is not designed to last the adventure. 2 attacks per turn at 30th level is bad when talking about optimized builds. Particularly if you're spending minor actions to generate them. You are someone to ignore based on your defenses, which honestly, I'm going to assume are wrong also. Anyway, yes, if you want to cheat, lots of things are possible. But you're getting your PC wrong in such basic ways that it is not actually worth figuring out if you did things elsewhere wrong or correctly.
