I'd be leary of letting anyone play it since he/she will be 100% a GM tool. The sole function is to find out about things that are going on (adventures), which only the GM who is going to run it would know, and then turn around and let those hero's who are around and availible for duty (I think a thread where players check in and say they are ready for duty), and then just assign 4 or 5 of them to it. As far as the finding things out and then passing them on to the team that is called up, he is soley a mouthpiece. The GM would have to tell you everything about it, and then wait while you role play out selecting characters and inform them, and roleplay out instructions to them. This medium(that we post in) is not the fastest medium, there is always going to be a lag. Slowing it down further so additional people (not actually involved in the adventure) can be involved in the RP, doesn't seem like a good idea, at least in our current medium. Another consideration is that this guy will be the mouthpiece of the Meta Plot. The Story Council, or what ever you call it, will be pretty much droping hints about the Meta Plot through him, as well as giving world news, through him, so its probably better if he were an NPC that they could just control from the get go. He is the guy that would have his finger on all the up to the minute information going on through-out the world, so him putting 2 and 2 together should pretty much just be fiat, this guy has to be able to put together something like: "Over the past few weeks we have had multiple thefts of certain different chemicals/machines/etc, by different super villians who haven't ever worked together in the past (which would be the adventures players were already taking part in), but if you take what each of these villians has carried off, and put them together... we have problems... we need to find out whats going on." This would be a meta plot build up to an epic battle where multiple teams of heros are all sent out all at once to sabotage different key parts of the master plan. Then we get to the climactic battle. Everyone will have participated in all the build-up and everyone gets the feeling of inclusiveness and the feeling that their character does indeed matter. If you could take your character being spoon fed lines, and being npc'd at the start of every adventure, cool. I just know that I wouldn't be able to do it, or at least be comfortable with it. Your a better man then I Charlie Brown, to steal the phrase. I'm really sorry that it seems like we are constantly butting heads, not my intention at all Brother Shatterstone. Its not personal, just trying to think ahead of any problems that might come up. I actually like you, but I guess it doesn't always sound that way, for that you have my apologies.
