For example, in the PHB, a repeating crossbow is an exotic weapon, even though it is not any more difficult to use than a simple light crossbow (point, shoot). The difference is the cost and availability and technology involved.  More poignantly, notice that all the oriental weapons in the PHB are Exotic, but in the Oriental Adventures, they are Martial. Notice too that dwarves in 3.5 get to use the urgosh as a Martial weapon because it makes logical sense for their culture, not because 3.0 dwarves were "too weak" and needed to be boosted up.  In the <a href="http://www.bloodstone-press.com/untamed.html" target="_blank">Untamed Legends </a> that I'm working on, there is something called a Dragon Spear which is used for fighting huge creatures (which are fairly common in the setting). It triples the user's reach, rather than doubling it, as a normal long spear would (3.5 PHB page 135).  It does 1d8 x3. It is an Exotic weapon because, although huge creatures are fairly common, 20 ft spears are still a rather new idea and are not common since most people don't even try to fight with huge creatures. They prefer to run and hide.</blockquote>
