The Great Air Canal While many of the cities of the Empire are river or sea ports, shipborne traffic still needs to avoid river hazards and sail around coasts to get between them. In an effort to improve trade, communication, and the speed with which the navy can be deployed, the Emperor has commanded the engineers and magi to cut short the distance by creating levitating expanses of river (whether with diverted water, or through the addition of elementally summoned water) between existing waterways and harbors. A short new canal is dug from the original waterway, and at it's end is a great stone, steel, and gem encrusted magical "ramp" up which water flows into the sky, providing magical assistance for boats and ships to get "up" to the level area of the canal. Every so often, tremendous golden rings float in the air covered in gems and sculpted with images of the emperor and imperial history, providing additional stability and "flow" of the flying river. Thus, the emperor has created a new set of "roads" without disrupting the homes, lives, farms, or forests of his lands or subjects. And since all the empire should benefit, the work continues forging ever more links further and further from the capital, taking his finest engineers and elementalists further from the capital, or else sub-contracting to "local specialists". What could ever go wrong...it's only millions of gallons elementally summoned water hanging like dozens of Swords of Damocles over towns, forests, and the bread basket of the Empire...
