You do recall correctly, and it's a good place to check for ideas. :) If the emperor is vain, as others have said, his face needs to be EVERYWHERE. Looking at you from portraits in homes, carved into mantles above fireplaces in inns, on the taps of a bar that serves his favorite, or the empire official ale. He should probably have multiple castles throughout the city, each one more grand than the next (a castle for every day of the week?) Maybe there's a brand new one in the works right when the PCs get to the capital and they're running into trouble with something or someone sabotaging construction, or they've unearthed something nasty, or...you fill in the blank. :) If he's insane in the "i love my people" sort of way, perhaps there's lots of public entertainment areas in town, all of which plastered with his name and plaques explaining his "generosity" to the city. Zoos, museums, parks, coliseums, etc. Some of the stuff could be things that no one in the city actually enjoys, but some people go out of pure civic duty. "Yes, we....love...going to the coliseum where we watch our neighbor fight to the death and then get raised with a ritual every week."
