The Causeway Beautification Project The roads of the Empire are it's arteries and veins, keeping it alive and healthy. As such, they must be beautiful, resilient, and awe-inspiring. The emperor, entranced by a beautiful flowering vines gifted by a foreign diplomat for his gardens, decrees that all roads of the empire must have regular, interspersed trellises erected beside them, and the new plant, with it's heady aroma and bright flowers shall be planted on all of them. Interspersed along the road, between the trellises, statues of Caprian Legionairres stand. Statues on a given side of a road all point in the same direction. When touched, a magical voice proclaims the name of the road, the direction in which the statue points, the next community upon the road, and the caprian city considered to be the road's terminus in that direction (if appropriate). Unfortunately, not native to the Caprian continent, the flower has no natural enemies, is poisonous to local livestock, and grows like kudzu, cracking the causeway pavers, and encroaching on nearby farms...and perhaps there are greater terrors hidden in the flower... There are simply not enough sculptors to quickly create enough statues to fulfill the needs of all the roads of Capria, so the magi turn instead to criminals, debtors, and prisoners, gather them at night, clothing them in the regalia of the greatest legionnaires of history and turn them to stone en masse, to then be transported to roadside pedestals across the empire. Keeps the prison population down too, "See," says imperial propaganda, "lawlessness remains low in Capria, our prisons are not overcrowded." And when they run out of prisoners, some simply have guards round up visitors or dissenters from the borders of the empire - who'll miss them, after all?
