Looking for a creature that fits this description

My friend has come up with a pretty neat (sick) build, the only thing is he needs a creature that will be able to do it.

He is looking for a diminutive or the next category bigger monster that has enough intelligence to be a PC, and is a low Level Adjustment.

Any ideas?

I will post the build later on, can't due to being on a break currently

If you want something interesting, but NOT usually a PC creature:

you could go with Pseudodragon, which you could rule has a level adjustment of 1. It could also be an UNBOUND (As in, not owned by a wizard) homunculus. He could be a shocker lizard, but then you'd have to provide some reason as to why he's intelligent. A sprite could work. If the creature isn't small enough according to the MM, just rule that he is an unusually small one for some reason (say, his mother was cursed by a lich wizard becase she resisted his taking over the forest grove she lived in, and so her child was abnormally small...yay future plot hooks!).
 



A wyrmling white or sand dragon (3 HD, +2 LA) is probably the best you'll get within official products. Petals from MM3 are 1 HD, +2 LA, but cohort only. There are many diminutive and tiny creatures with low CR and an ability to take character levels (notably jermlaine), but they have no LA information.
 


There's a few in Mythic Races:

Aaleear (Tiny, LA +2) are like fey crossed with halflings. 2 foot tall, loved by elves, etc. I've used 'em in play and they're a fun race. Aaleear Druids are especially cool.

Faeries (Seelie/Unseelie: Tiny, LA +3) are probably a bit too high on the LA stakes for your needs. I've be tempted to drop the LA to +2 and lose their ability to become invisibly at will. After all, when you're got a +8 to Hide due to size, who needs invisibility? :) We had a Seelie Sorcerer in the group for a while.
