Looking for a rule...

Awhile back during one of the discussions on epic play, someone posted their house rule, the "rule of 10s," for skill checks. Unfortunately, I didn't write it down, and I can't recall the specifics, so I was hoping someone could either direct me to that post or repost the rule for me. Any help would be greatly appreciated.

That rule was first in Four Color to Fantasy (a good superhero expansion for d20.) If the character has a skill/attack/any bonus of 30 or above, subtract 10 from their bonus. Roll the check with an extra d20 at the lower bonus. Repeat the process of lowering the bonus by 10 and adding another die until the bonus is under 30.

This only applies to constant bonuses, not one time bonuses like True Strike.
