The specific examples in the article was a city, with numerous factions. There was an orc tribe, a second tribe (possibly orcs, maybe other humanoids), tieflings, and cultists. The city had been split into regions, like the sewer, the palace, the fortress, etc.The article talked about writing up motivations for each faction, and giving each regions a 'stat' block. The block would have info on what conditions would cause its occupying faction to abandon it and which faction would take control if that happened.Does anyone out there know what I'm talking about? If so, I'd greatly appreciate a link.
