Looking for an open gaming content cold sprite / snow woman. preferably tough to kill

Writing an adventure i might want to publish and so i am looking for an open gaming content cold sprite / snow woman type critter. Preferably tough to kill without magic because i want to use it for an adventure where a combat type character [samurai/ ronin/ other aisan type combat class] fleeing said creature from another continent and the PCs are going to be requested to help. Perhaps even multiple creatures that fit the bill so a lower CR critter can be substituted for a lower level party

The NPC wound up in the dillema of the Yuki-onna legend save that it was his party the snow woman froze and that as a couple he and the snow spirit have no children. He only escaped the creature when he betrayed his oath because of a heatwave in his home land had sapped just enough of the creatures potency to give him an edge to flee. He left the country to flee its wrath and has evaded her untill the point the DM inserts the adventure.

A freak storm cound be inserted into the campaign a bit of time before the adventure is used.

Yes that was the story that the 'gargoyle' story in the "Tales from the darkside" movie was lifted from.

The ELH has the Hoary Hunter, but I suspect that will be too high of a CR for you.
The ToH2 has the Mimi, a tiny fey.
Might be a bit of a stretch, but there is the Ice Hag template in the revised Creature Collection. Maybe without the size increase and instead of turning ugly, turning beautyful.

That's about it on OGC. Do you think you could get permission from WotC to use the Yuki-On-Na from their Oriental Adventures book?

One possibility is to use an Annis Hag, which have the spell-like ability to disguise-self as a human "snow" woman. She could have some boots of the north and a wand or item projecting cone of cold, &c. If you need to make her tougher, she can have class levels and be allied to evil-aligned ice mephits. The mephits could be mistaken for "snow sprites" in incliment weather.
