TMK, no character generator currently has a license to do that.Now, I'm biased towards PCGen. Its free. It requires Java 1.5/5.0 (we've not officially moved to 1.6/6.0) because it is cross-platform. It comes with the SRD, RSRD and MSRD. We have agreements with numerous publishers to distribute datasets based upon their material. You can create NPCs and custom datasets. If you have dataset questions, the documentation that comes with PCGen is constantly improving, and we have a Y! group set aside just for dataset questions.Campaign Suite I know next to nothing about, so can't speak on that.Hero Lab is working on acquiring licenses with publishers to do datasets. I know that they've gotten ones to do WW's WoD and GR's MnM. IIRC (haven't d/l'd the recent version), they don't have full RSRD support, but they are working towards that.
