Have all the spellcasters be NPC's. Level-wise, level 3+ for seasoned veterans and level 6+ for captains and the sort. Level 1-2 noobs are just that, untrained or unseasoned. Have rulers be of level 9+. It's a dangerous age where might is right to a large degree. You can have a world with mostly humans, where magic is scary, rare and mysterious. Monsters as opponents does happen, but it's not the norm. Usually, you only run into them if you go to the "forbidden" or "haunted" places people stay clear of.</p></blockquote><p></p>
