Ancestry & Culture came out before A5e. The concept and motivations are similar, and I highly recommend this book to anybody who likes 05e but wants to deconstruct "race." The forward is also good reading.
I mean, that was one of the draws to supporting A5E for me. The design approach was in line with what I had in mind.

I've been doing the whole race/culture split as far back as 3.5. I got pretty serious about the design portion, for PF1, a number of years ago on my homebrew setting. I don't claim the approach is unique, but it's not commonly done in d20. I'm on my 3rd system that involves it (and me producing content for it).
 

The designer of that project was on the Level Up team for about half a day right at the beginning, then suddenly had to drop out due to a conflicting job of some kind; we were never sure what. But their involvement was deliberate, as that product certainly inspired us. They deserve their immense success.
