According to the MM, it is explicitly the creature's choice (not the DM's) to use this ability. So smarter creatures will be smarter about how they burn resists. White dragons are dumb.</p><p></p><p>2.) RE: staff of power and spell DC, I'm AFB, was thinking it increased spell DC as well as to-hit. Maybe that's only the Robe of the Archmage though, which means you'd just have to live with a mere 80% success rate instead of 90% (depending on stats/level).
