Lower PL weapons vs Higher PL armor

Hi!
Ok, I have a question:

How do you handle a longsword wielding PC vs a PC with a UniSoldier Tactical armor?

I thought that all higher PL (ranged) weapons should attack as ranged touch weapons if the target has lower PL armor. (these are my homebrew campaignsetting rules)
For example: A Beretta 92F is a ranged touch weapon in case of a Chainmail, or a Platemail (lower PL equipement).
A Plasma Weapon is a ranged touch weapon vs a Concealable Vest or a Forced Entry Suit (lower PL equipement).
So, what do you advise me to do in case of a Beretta92F vs a UniSoldier Tactical armor (lower PL weapon vs higher PL armor)? -2 to attacks?
Any suggestions? Since I didn't use these rules in a game any suggestions would be welcomed. (But please. Don't advise products. I would like suggestions here. Not: 'Buy this/that product'.)

Question#2: Any of you have a MDT houserule? A Flat DC 15 sounds a bit boring.

ps. I'm trying to create a cyber gothic (Firefly/WH40K hybrid) setting where you could encounter knights, wizards, clerics, demons, dragons, elves, orcs, longswords, tanks, mechas etc etc.

can't help you with the first one.

My MDT is as follows:

CON + Base Fort Save is the Massive Damage Threshold (+ Great Fortitude + 1 for Toughness)
If you are caught flat footed, your MDT is just CON (+ Great Fortitude + 1 for Toughness)

But what I really wanted to ask (regarding the MDT question) is this:
How do you handle the MDT checks, if a damage exceeds your MDT by x points?
 

I would not have the difference in PL do anything. most weapons do less damage and thus are already modified effectively.

There is no rules for the if it exceeds the threashold, but you could make the save a -2 per 1/2 MDT score over. But MDT is too low any way.

My system is

DAMAGE FROM SINGLE ATTACK/ RESULT/ EFFECT
1. Above CON/ Staggered/ -2 to all dice rolls and AC. One action per round for 2-5 rounds
2. 2x CON +/ Grievous wounding/ On critical hit random part of body blown off and FORT DC 10+1/2 damage or drop to -1hp
3. 50hp from single attack/ Massive damage/ FORT DC 10 + ½ damage or dropped to -1 hp

So you can have all three affects happen if 50 points happens in aone attack.
