A few questions about the kidnap/abduction of Luc:

I realise that, unsure of how to proceed with this matter, I've kind of fudged it and left it in limbo. The PCs have had two weeks of downtime already without a mention of Luc and his lamp. But I'd like to get it back on track and am seeking advice on the logistics of it all because I find divining motives for complex issues like this very challenging.

I'm assuming that at first the Danoran government will not even know that Luc has been taken and will take some time to enquire as to his whereabouts, but eventually - when they do figure out that the RHC took him - just how much of a fuss will they kick up? What kind of evidence would they demand to justify the arrest of one of their citizens (and member of the Jierre dynasty no less) on albeit on foreign soil?

Who in Risur would be allowed to know that Luc was being held. Is there any function to keeping his arrest a secret? In each case, who would handle the interrogation of Luc? And where would he be kept? Who would be examining the lamp?

How would Luc's kidnap affect negotiations during the Peace Treaty. Shouldn't his release be a precondition of talks? (Especially if the Danorans are maintaining - rightly to some extent - that they have no knowledge of awareness of the Obscurati.)

If Ob know, they tell Han, but he's a Machiavellian sorta guy. He is not in a rush to get Luc back. He would pretend to care, and actually care a little. But he is trying to do the Peace Summit to distract Risur from the real issue. And a treaty would really help their ritual stick.

Really, Han would use Luc as a bargaining chip that he can concede. Say he wants his nephew back, and make it one of the starting demands. Then when Risur reveals its evidence, and he backs down so he seems like he's bargaining in good faith.

Oh, and lamp? Some Rhc tech guy would get it. Or maybe go into a Raiders of the Lost Ark warehouse, never for the PCs to see again?

Nah, let them be involved, learn about it, maybe use it on rare occasions.

They nabbed Luc at the depot, so the Ob know who took him. (Although the PCs were in disguise, their disguises weren't impenetrable).

Would there be any effort by Delft to maintain total secrecy at this stage, would Luc's capture be made public, or would it become an open secret known to just a few members of the RHC?
 

Up to you. I figure they'd go all CIA and pretend they don't have him until Han makes a fuss at the peace summit. Albeit a fake fuss. The Ob knows that he does not know much.

Because the unit left Ottavia behind in the Vault (accidentally - Ashima-Shimtu kept her) Luc is quite hostile towards them for now. But I'm going to let them win him round, after all, Ottavia's loss was DM fiat, so it wouldn't be fair to punish them for it.

Thanks for clarifying the motives for me. Now I just have to work out what to do with the Malthusius/Stanfield mess I've got myself into, which was going really well until the player blurted out that he'd been in secret contact with the Governor. Fortunately, no one seemed to regard that as the true source of the leak (which caused the full-force Colmarr's Folly encounter to occur despite their aced secrecy checks). I've left it alone for a but to let the fuss die down, and at your suggestion will have Stanfield toss them a patsy in the next couple of weeks.
