I just re-read the Timothy Zahn Star Wars books (Heir to the Empire, Dark Force Rising and Last Command) and Zahn proposed an interesting solution to Yoda's ability to hide from Palpatine and Vader. The 'evil cave' on Dagobah, where Luke confronts a dream vision of Vader, was the site (according to Zahn) of a powerfully evil Jedi's death. This created a 'buffer' against which Yoda's own power of good was balanced against and cancelled out (at least as far as off planet detection goes). Remember Yoda lived very close to this cave - even though it was obviously filled with the Dark Side of the Force. I think Palpatine and Vader only really became aware of Luke when he destroyed the Death Star. He became a great war hero at that point and his name would have been splashed across any and all Alliance propaganda. He was pretty inspirational if you think about it - a farm kid from some no name planet not only rescues Princess Leia from the heart of the Empire's stronghold but then returns and blows that same stronghold to kingdom come! Also given how much horrible stuff happened to Vader on Tattooine I would imagine that he would never want to set foot on it again. Vader always struck me as the kind of person who could put things he didn't like out of his mind - literally. Maybe (and now I am reaching ;) ) he had a mental 'blindspot' concerning Tattooine and it never occured to him to seek Obi Wan or Luke there.
