Any reason this wouldn't work?

Short Sword of Quickness +1
Grants wielder the Improved Initiative Feat. If the wielder already has this feat the effects stack (+8 initiative)

Do you change his initive if he gets disarmed? What if he isn't welding the weapon at the time combat starts?

Iniaitve should not be effected by weapons. This causes problems like the questions I stated. You'll notice there is no rule for doing this. Sometime the game designers actually know what they are doing, so house rules in that area aren't needed.
 

No mention of shellfish, dairy with your meat, or animal feet so..... Yes its Kosher.... AND a bit powerful with the stacking I'd go another +2 if you already have Imp. Init. (its a +1 kinda power for total bonuses IMHO)

Once the battle starts and if you have you dexterity reduced you dont change your Init. So an item like this shouldn't effect a thing. And if its not in their hand at the time NO BONUS the item would be use activated (my call). If its a salient power (always on) then its a +2 TB power.
 

OA has two weapon enchantments that can affect initiative:

Focus: This enchantment can only be placed on a katana. A focus weapon adds a +4 insight bonus to the wielder's Iaijutsu Focus checks while carrying the weapon, even if the weapon is sheathed.
Caster Level: 5th; Prereqs: Craft MA & A, true strike; Market Price: +640 gp.

Initiative: An initiative weapon gives its bearer a +2 luck bonus on initiative checks made while carrying the weapon.
Caster Level: 5th; Prereqs: Craft MA & A, haste; Market Price: +20,000 gp.
