Magic of Incarnum, Open Chakra spell question

The Open Least/Lesser/Greater Chakra spells allow you to, "...open a creature’s crown, feet, or hands chakra with this spell. A creature benefi ting from this spell can bind a soulmeld or magic item to his opened chakra just as if he had gained the ability to form a chakra bind..."
However am I correct in understanding that without the character possessing Soul Melds, this new ability is useless?

Almost, he may not know any soulmelds to bind, but magic items, weapons, and armor can be bound as well. They are sort of minor benefits but they specifically say they stack no matter what they are. Admittedly though these are spells designed for Soulcasters/manifesters and Sapphire Hierarchs.
