Both of these note state (implicitly or explicitly) that it is ok to mix 2014 and 2024 options. Combined with the species and origins sidebar, they have made assumptions that 2014 and 2024 will be able to work together if the DM so chooses. So yes, a DM can absolutely allow warforged and artificers from RftLW, or half-elves and necromancers from the 2014 PHB if they want. There is nothing in the 2024 PHB that forbids them.</blockquote>
