The core idea seems always to be to introduce an extra resource that you can and have to manage. Some are more or less "tacked on" (D&D 3E, D20 Modern) - the system might work without them. Other systems (Torg) rely on them as the primary player resource (and in use overall they are strategic - the tactical resource in Torg are more the Drama Cards)</p></blockquote><p></p>
