Master's Touch (Spell) in PHB 2

There was a spell with the same name in Complete Adventurer. Does that mean the Master's Touch spell is revised and now players are suggested to use the PHB 2 version? Or those 2 spells got the same name accidentally and we should regard those 2 as different spells? Are there any official announcement regarding this?

Master's Touch also exists in the Spell Compendium and is fairly identical to the one in Complete Adventurer.

It is a different level and has a different effect than the spell in PHBII.

They appear to be two different spells with the same name and it does not look like the one in PHBII is meant to override the other one.
