Is that decent enough for you yet Matrix?If you are throwing a CR23 at a party of level 20 adventurer's and expect ANY CR23 to actually be a challenge you are not building encounters right. A CR23 would be a good challenge for a party of level 12-15 depending on how optimized they are. Level 20 parties should be facing challenges of CR30+ if you even want to make them sweat for it.
