I fear, however, that such a Council, unlike this one, should <strong>not</strong> be political in nature, so that it may respond strategically to matters at hand."</span></p><p></p><p>Here he pauses, smiles wryly, and bows to the assembled politicians before continuing.</p><p></p><p><span style="color: YellowGreen">"It's evident that there are dark happenings in our world. Now, there are always dark happenings, and much of what we have heard could be dismissed as circumstantial, but it is not beyond the power of reason to discern a pattern emerging."</span></p><p></p><p><span style="color: YellowGreen">"Vigilance is not necessarily a virtue which I would put at the top of my personal list ... but neither am I so foolish as to ignore what we have heard this day.
